Q Casino (formerly Mystique and Dubuque Greyhound Park & Casino) is a combination greyhound race track and casino (racino) located in Dubuque, Iowa. The casino is owned by the City of Dubuque, and operated by the non-profit Dubuque Racing Association, its license holder. It is a member of the Iowa Gaming Association, and shares a gaming license with the Diamond Jo Casino, also in Dubuque. Beginning operations on June 1, 1985, the track became a full-service casino following the introduction of table games in 2005.
Q Casino is located on Chaplain Schmitt Island, near the Mississippi River. The casino, along with attractions in the Port of Dubuque and Downtown Dubuque, have helped to create a large and growing tourism market in Dubuque.
Casino[edit]
Q Casino is the larger of Dubuque's two casinos, with 29,600 square feet (2,750 m2) of gaming space. It has 1,000 slot, keno, and video poker machines, and table games including Blackjack, Craps, Roulette, Three Card Poker, Four Card Poker, Pai Gow poker, Let It Ride, Texas Hold 'em and Ultimate Texas Hold'em. The operation also has four restaurants—the Champagne Steakhouse, Bon Appetit Buffet, The Players Club Sports Bar, and The Players Club Express in the greyhound track seating area, and Houlihan's adjacent to the facility. The casino features two entertainment venues—the 'Cabaret' venue for national and 'tribute' musical performers plus the Bonkerz Comedy Club, and the 'Encore' stage in the casino for local musical acts.[1]
History[edit]
With the onset of the 'Farm Crisis', and a successive economic recession, the Iowa State Legislature passed the Pari-mutuel Wagering Act in 1984, with the hope of jumpstarting the state's economy. The bill permitted the opening of horse and greyhoundrace tracks in Iowa. A group of Dubuque citizens, originally affiliated with the city's convention and visitors bureau, formed the independent, non-profit Dubuque Racing Association to study the feasibility of opening a race track in Dubuque. In April 1984, a 20-year, $7.9 million bond referendum was put before the voters, and passed with a 70% majority.
The following year, on June 1, 1985, the Dubuque Greyhound Park opened as Iowa's first pari-mutuel race track, and as the first non-profit greyhound race track in the nation. The facility's bonds were paid off in May 1991, 14 years ahead of schedule. In 1994, the Iowa Legislature passed another bill, allowing for the installation of slot machines at land-based casinos in the state. The Dubuque operation did so in November 1995, renaming itself the Dubuque Greyhound Park & Casino.
Iowa law requires that county voters re-approve gambling every eight years. In 2002, Dubuque County voters re-approved gambling in Dubuque County with over 80% in support.
In 2009, Dubuque Greyhound Park & Casino was renamed Mystique. A $10 million renovation includes incorporating a French theme throughout the casino, as well as adding a new steakhouse, buffet, and entertainment area.[2]
In March 2017, Mystique was again rebranded as Q Casino, to avert a trademark lawsuit by the Mystic Lake Casino.[3][4]
Expansion[edit]
On the eve of its 20th anniversary, in May 2005, the casino completed a $33 million expansion and renovation project, tripling the size of the gaming floor to 29,000 square feet (2,700 m2). The facility also became a full-service casino, by adding table games and a poker room for the first time.[5] The expansion greatly increased the casino's market share, with attendance rising to over a million visitors in the following year.
That same year, a 116-room Hilton Garden Inn was built adjacent to the casino, along with a Houlihan's Restaurant.

Tickets
- Ticket prices will vary by show. All ticket prices are subject to change. Tickets can be purchased online at QCasinoAndHotel.com or at Guest Services in Q Casino.
- All guests will need a ticket to attend a Back Waters Stage event. Any free community festivals hosted on the Back Waters Stage are excluded.
- Guests under 18 years of age must be accompanied by an adult.
- Will Call tickets may be picked up at the Will Call/Buy Tickets booth outside the gates or anytime at Guest Services located inside Q Casino. Will Call/Buy Tickets booth will open when the gates open.
- Upgrades will be available at the show, permitting space is available.
Security
- Security checks will be done prior to entering the venue.
- All bags/purses are subject to search.
- Permissible items:
- Cell phones - Guests are urged to turn off the volume. Please note that some artists may not permit photos or video with a cell phone during their performance.
- Lawn chairs under 38” in height are permitted if the ticket is a general admission ticket. One chair per person.
- Purses or handbags no larger than 12” x 12” x 6”

Admittance
- UPON ENTRY: All carry-in items are subject to inspection. Guests have the right to refuse a bag search and the venue has the right to refuse entry. If guests have any items that are not allowed in the venue, said items must be returned to parked vehicles or be discarded in appropriate trash receptacles at the entry gates. Minors under 18 years of age must be accompanied by an adult at all times. Please refer to each event for the specific age limit for entry.
- Re-entry: Re-entry is permitted. Guests must ensure all personal items needed for the event are brought in at time of entry. You must use the exit only gate and re-enter the venue through the entry gates. Upon exiting you must have your ticket scanned out to be able to re-enter. You MUST have a ticket to re-enter. If guests are asked to leave the venue due to a policy violation there will be no re-entry allowed, and no refund issued.
Smoking/Vaping
- Smoking and vaping are prohibited in the concert area. There is a designated smoking area outside of the gates.
Seating
Best Casino In Dubuque
- There will be limited seating in the Turpin Tailgate area on a first come, first serve basis.
- General Admission will not have any seating provided. Chairs may be carried into GA but must be less than 38” in height and are subject to search. Limit one carry in chair per person.
Showtimes
- Gates and showtimes will vary by show. Any changes to the schedule will be posted via social media.
Weather/Cancelled or Postponed Events
- Shows will be held rain or shine, or may be delayed in the event of severe weather. In the event it becomes necessary to cancel, postpone, or reschedule an event; information will be distributed via social media. Information will also be distributed via email to the database or persons who have purchased tickets for the event, if Q Casino has contact information. If a Q Casino Back Waters Stage event is cancelled, refunds may be available. Credit card purchases would be automatically refunded to the card used to purchase within 7 days. Cash refunds must be done in person at Guest Services. If the event is rescheduled, any previous ticket purchased would be honored for the new date or a refund may be requested.
Parking
- Free parking will be available in the main parking lot. Offsite shuttle parking may be available based on needs.
Food & Drinks
- We will serve beer as well as a selection of mixed drinks outside. Carry ins will not be permitted, even if they were purchased in the casino. Local food vendors will be present and will vary by show.
- Alcoholic and non-alcoholic drinks must be purchased with drink tickets. Drink tickets will be sold for cash only. ATMs will be available.
Accessibility
- Service animals are welcome at Back Waters. A service animal is defined as a dog that has been individually trained to do work or perform tasks for an individual with a disability. Emotional support, therapy, comfort, or companion animals are not considered service animals. The handler is responsible for supervising the service animal including toileting, feeding, grooming, and veterinary care. Service animals must be under the control of the handler at all times. If a service animal is out of control and the handler does not take effective action to control it, staff may request the animal be removed from the premises.
